Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants applying for the GS-14 grade level must meet the following requirements:
Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Attention to Detail - Ability to evaluate and update testing procedures, practices and technologies to ensure Message Testing stays in lockstep with industry standards. Customer Service - Ability to promote and employ test automation practices to support two-week deployment cycles without compromising product quality or customer satisfaction. Oral Communication - Ability to present briefings to senior Department officials on anticipated systems developments that may significantly impact the planning, design and implementation of Departmental messaging systems. Problem Solving - Ability to identify support problems and deficiencies that prevent effective messaging product testing. AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience in directing the testing, validation and transition into the production environment of Department-wide system managed by the Messaging Systems Office. Experience in managing the analysis and refining of systems requirements as well as documenting, developing, modifying, testing, installing, implementing and supporting the Department's new or existing messaging software. Experience in the preparation of annual program budgets, procurement requests and fiscal year operational plans. Experience in ensuring adherence to data and systems security requirements established by the Bureau of Diplomatic (DS), Information Assurance Directorate (IA), Authorization and Accreditation (A&A) managers, and Public Key Infrastructure (PKI) regulations published in the Foreign Affairs Manual (FAM). NOTE:
In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-14 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to see the job through.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
